New economic model for the Northern Sea Route to be discussed at International Arctic Forum

Two thematic sessions dedicated to the Northern Sea Route will take place on 26 March as part of the business programme of the ‘Arctic: Territory of Dialogue’ International Arctic Forum with the support of Rosatom State Corporation. The Forum is being organized by the Roscongress Foundation with the support of the Russian government. 

 ‘A Long-Term Development Model for the Northern Sea Route’ will look to Russia’s cooperation with South-East Asia, India, and the Persian Gulf as it attempts to tackle issues related to the development of this unique transport corridor and improve its efficiency. Discussion will also touch on such topics as ensuring the main line keeps moving regardless of the season by creating a new economic model for its operation and improving the predictability of logistics in the transport corridor, among others.

The session is expected to be attended by Adviser to the Russian President, Special Presidential Representative for International Cooperation in Transport, Deputy Chairman of the Russian Maritime Board Igor Levitin, General Director of the Rosatom State Atomic Energy Corporation Alexey Likhachev, Governor of the Murmansk Region Andrey Chibis, Governor of the Arkhangelsk Region Alexander Tsybulsky, and Head of the Republic of Sakha (Yakutia) Aysen Nikolaev, among others. The session ‘A Long-Term Development Model for the Northern Sea Route’ is being held on 26 March at 16:00.

Participants of the session ‘The Northern Sea Route: 500 Years of History’ will consider the discoveries and achievements that helped create the Northern Sea Route and modern drivers of its development. On hand to discuss these issues will be Rosatom Special Representative for Arctic Development and Deputy Chairman of the State Commission for Arctic Development Vladimir Panov, Director of the Department of European Affairs at the Russian Ministry of Foreign Affairs Vladislav Maslennikov, and Senior Vice President and Head of Sales, Commerce, and Logistics at Norilsk Nickel Dmitry Kushnarev, among other experts. The session is being held on 26 March at 12:00.

The International Arctic Forum 2025 business programme will consist of some 20 sessions divided into four blocks: ‘The Arctic and the Northern Sea Route: Competing on the Global Stage’, ‘The Arctic and the Northern Sea Route: A Magnet for Investment’, ‘The Arctic and the Northern Sea Route: Developing Key Settlements’, and ‘International Cooperation and the Environment’. Also planned is a Meeting of the Commissions of the State Council dedicated to an Integrated Approach to the Development of the Arctic: The Formation of the National Project ‘Development of the Arctic and the Northern Sea Route’.

Earlier, Russian President Vladimir Putin signed an Executive Order ‘On Celebrating the 500th Anniversary of Russia's Development of the Northern Sea Route’ calling for a plan of events to be developed in anticipation of the memorable occasion.

The 6th ‘Arctic: Territory of Dialogue’ International Arctic Forum is being held on 26–27 March in Murmansk. The slogan for this year’s event is ‘To Live in the North’. The event is a key platform for discussing current issues concerning the socioeconomic development of the Arctic territories and formulating effective mechanisms for the joint use and development of the Arctic region’s vast resources at various levels.
