CREATING A PAYMENT DOCUMENT

You can proceed to payment if the Organizing Committee has approved your application for participation, you have received your invitation to the International Arctic Forum 2025 and confirm participation in the Forum via the Roscongress personal account.

  1. Enter the payer’s information (make sure you enter the information of the individual or legal entity making the payment).

    2. Changes to payer’s information can only be made by your Roscongress Foundation specialist. The contact information can be found in the Roscongress personal account or by contacting the Forum information centre by phone at +7 (499) 700 0607.

  2. 2. Select the payment method:

    • for residents of the Russian Federation: invoice in roubles or bank card for residents
    • for non-residents of the Russian Federation: invoice in roubles/US dollars/euros or bank card

  3. Select the type of payment document: a participation agreement or invoice agreement

AGREEMENT

To pay by agreement, you should:

  • save your participation agreement
  • send a signed copy of the agreement to your Roscongress Foundation specialist
  • save a payment document in the ‘Payment’ section on Roscongress personal account
  • pay the participation fee

INVOICE AGREEMENT

To pay by invoice agreement, you should:

  • save your invoice agreement to make the payment
  • pay the participation fee

MAKING THE PAYMENT

  • The participation fee may only be paid by the individual or legal entity indicated as the Customer in the invoice agreement.
  • The payment date will be considered to be the day on which the amount due is credited to the account of the Roscongress Foundation.
  • Please note that payment of the participation fee on time and in full is a prerequisite to receiving a participation badge and gaining access to the Forum venue.

PAYMENT BY INVOICE

To pay by invoice, the payer should contact their bank. Payment may take more than three banking days. When paying by invoice, we also recommend factoring in any commission the bank may charge.

PAYMENT BY BANK CARD

To pay by bank card:

  • specify your email address in the ‘Confirm payment details’ window in order to receive your electronic payment receipt
  • confirm the payment details
  • enter your bank card details in the standard online payment form
  • confirm payment

The name on the bank card must match the payer’s name in the agreement. The payment will go through immediately.

Acceptable payment forms include Visa, Mastercard, American Express, UnionPay, and MIR payment system cards issued by Russian banks and UnionPay payment system cards issued by foreign banks. 

INFORMATION FOR FOREIGN PARTICIPANTS

Please kindly note that due to restrictions on the use of foreign bank cards in Russia, it is recommended to pay for participation by bank transfer.

CURRENCY AND BANK CARD TRANSACTIONS

Currency exchange

Please pay attention to the features of currency and bank card transactions.

  • It is not possible to withdraw roubles/foreign currency at an ATM or receive cash at a point of sale using Mastercard or Visa cards issued outside of Russia. These cards can also not be used for the payment of goods and services in Russia.
  • Only cash in US dollars or euros can be freely exchanged for cash in roubles in most banks in Russia. Some bank offices can exchange Chinese yuan, United Arab Emirates dirham, Turkish lira and cash in other currencies. The exchange rate and addresses can be found here.
  • For currency exchange operations you must present an identity document. If the exchange exceeds the equivalent of USD 10,000, it must be declared in writing.

Bank cards

Given the existing restrictions on the use of foreign bank cards in Russia, we recommend that you carry sufficient cash for the entire duration of your stay at the Forum.

Mir and UnionPay cards in any currency work without restrictions in Russia. Forum participants are advised, where possible, to apply for a card or bring an existing card from either of these payment systems.  

Please note the UnionPay cards are not accepted at all retail outlets. Additionally, failures may occur when using these cards, and transactions may not go through.
