PCR testing
PCR testing is only required to access the Kirov Palace of Culture on 27 March.
To access the Kirov Palace of Culture venue on 27 March, all participants, media representatives, and staff must undergo PCR testing for COVID-19, influenza A/B and ARVI 24 hours before visiting the plenary session, but no earlier than 07:30 on 26 March (GMT+3) at one of the Forum testing centres.
A PCR test is not needed:
- To access the Kirov Palace of Culture on 26 March
- To access the AZIMUT City Hotel Murmansk on 26–27 March
- To access the Meridian Congress Hotel on 26–27 March

The badge is activated automatically by a negative test result. The test result is valid for visiting the venue until the end of the Forum

Testing will be carried out only at the Forum’s dedicated testing centres, which are provided by Rospotrebnadzor. The results of tests taken at other laboratories are not transferred to the Forum's accreditation system.

Results will be provided within 24 hours. LAMP testing is not provided.

The results of tests taken at other laboratories will NOT be accepted for access to the venue.

DOCUMENTS REQUIRED FOR TESTING

INFORMATION ABOUT IMMUNITY
In order to be admitted for PCR testing, all Forum participants and media representatives must provide information about their immunity in the Roscongress personal account or personal web office (for media and organizations):

Information about COVID-19 vaccination status
(if vaccinated, you must upload a scanned copy of a document confirming vaccination. If you have been vaccinated with a non-Russian vaccine, you don't need to upload your certificate). -
Information about previous coronavirus infection (COVID-19) status
(if previously infected, you must upload a scanned copy of a document confirming infection. If you have a medical certificate from another country confirming that you have recently had COVID-19 or have medical contraindications for vaccination, you don't need to upload your certificate). -
Information about the presence or absence of vaccination against influenza and measles
(you do not need to upload documents, your answer is sufficient) -
Information about having had the measles disease
(you do not need to upload a document, your answer is sufficient) - Information about permanent residence and temporary during the Forum.
Please be mindful of the validity periods for proof of immunity:
- Written documentation of exposure to the disease – 1 year
- Certificate of medical contraindication to vaccination – 1 year
- COVID-19 vaccine certificate – 1 year
Certificates obtained more than one year ago need not be uploaded.

FORUM PARTICIPANT ID
When taking a PCR test, you must provide your Forum participant ID.
Where to find your ID?
You can view your ID in your Roscongress personal account or personal web office next to the participant photo.
If you have already received your badge, please take it with you – you can find your ID number there (under the photo).

CONSENT FORMS FOR MEDICAL INTERVENTION AND TO THE PROCESSING OF PERSONAL DATA
You must print, fill out, sign consent forms for medical intervention and to the processing of personal data before visiting the testing centre and bring it with you.
Important! Documents must be printed in one-sided format (printing on one side of the sheet only). Forms printed in double-sided format (printing on both sides of the sheet) will not be accepted.
Consent for medical intervention for minors is filled out on behalf of the legal representative, so fill it out in advance.
PCR testing at dedicated Forum testing centres is strictly by appointment only. Please arrive at the time of your booking.
BOOKING A TEST
Please note: In order to book a PCR testing, you must fill in all the required fields of the questionnaire in the ‘Data about immunity’ section.
For test booking:
- Go to the ‘PCR testing – Book a test’ section
- Choose the most convenient testing centre from the list and select a time slot.
PCR testing is to be paid for separately. Please do not forget to pay for your PCR test.
PAYMENT FOR PCR TESTING
In order to pay for a test, you must provide the Forum participant ID of the person whose PCR test is being paid for.
How do I pay by card via the Roscongress personal account?
- Go to the ‘PCR testing – Payment for PCR testing’ section of the Roscongress personal account
- Provide medical intervention consent forms for medical intervention and to the processing of personal data
- Click the ‘Pay’ button
- Provide your ID or ID of the person whose PCR test is being paid for
- Provide consent for personal data processing (tick the checkbox)
- Make the payment by card
- Tick the field marked ‘Get a receipt’ and enter your email address in order to request a receipt. A receipt will be provided within 24 hours.
If the payment does not go through, please contact your bank. Payments are made in Russian roubles.
How do I pay on behalf of a legal entity?

Sign the agreement on behalf of the legal entity.

Provide the full names and IDs of the participant or participants whose tests are being paid for in the agreement.
- Make the payment.
Testing can only be carried out after the payment has been made in advance and in full.
All agreements for PCR testing in all testing centres are signed with the Federal Budget-funded Healthcare Institution “Federal Centre for Hygiene and Epidemiology of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing.
How do I pay by cash?
Several testing centres have cashpoints where you can pay for the test in cash or by bank card.
Payments are made in Russian roubles.
How do I pay by QR code?
All testing centers have posters with a QR code and instructions for paying for testing.
You can pay for testing in the testing centre by QR code. But you should know your ID Forum participant number.
The transfer of funds takes some time. We recommend paying for testing in advance, before going to the PCR-testing point.
OFF-SITE PCR TESTING (VIP)
Should you have questions regarding off-site testing, please contact us using the information below. Off-site PCR testing is to be paid for separately. Testing applications are accepted daily from 09:00 to 17:00 (Moscow time, GMT+3).

TEST RESULTS
Lab results will be provided within 24 hours.
Before going to the Forum venue, please make sure that your test result is negative and your badge is activated.
You can check the test result in the ‘PCR testing – Test results’ section in the Roscongress personal account / personal web office.
If you don't get the test result, you can find out information:

- by calling your Roscongress Foundation specialist.
PREVENTIVE MEASURES
1. Thermometric control
All participants and technical staff will have their temperature measured at the entrance to the Kirov Palace of Culturevenue using non-contact body temperature measuring equipment. Participants and technical staff with a body temperature of 37.1 °C or above or signs of an infectious disease (acute respiratory infection) will not be allowed to enter the Forum venue.
2. Disinfection
It is advised to use the hand disinfection devices set up at the venue.
Entrances to the Forum venue, conference rooms, halls and other common areas are equipped with hand disinfection devices, including contactless dispensers.
3. Air sanitizing
Air sanitizing ultraviolet bactericidal equipment has been installed in conference halls.
4. Cleaning of surfaces with antiviral disinfectant
Surfaces at the Forum venue are cleaned with antiviral disinfectant.
MEDICAL ASSISTANCE
First aid points are located on the territory of the Kirov Palace of Culture and Meridian Congress Hotel. Ambulance teams will be on duty in the immediate vicinity of the Forum venues for the entire duration of the Forum.
Documents
In order to receive timely medical assistance if you have confirmed novel coronavirus infection (COVID-19) symptoms, please make sure to have an identification document (passport), migration card and a compulsory health insurance certificate (valid in the Russian Federation) with you at all times.
Detection of COVID-19, A/B influenza and ARVI
If you test positive for COVID-19, A/B influenza and ARVI, you must inform the organizers of your current location within 24 hours so that the information can be sent to Rospotrebnadzor.
Please note that entry to the Forum will be automatically blocked. You must self-isolate in your accommodation facility for the duration of the Forum.
