Request for permission to fly into Russia

if there are no direct flights

If a participant or group of participants is planning to arrive in the Russian Federation by private aircraft, but there are no direct flights between the country of departure and Russia at the time, it is necessary to request permission in writing to land the private jet and send it to the Roscongress Foundation.

To request permission, contact a specialist of the Roscongress Foundation. The contact information can be found in the Roscongress personal account or by contacting the Forum information centre by phone at +7 (499) 700 0607.

The written request must contain the following information:

  • date and time of the flight
  • departure city and airport
  • arrival city and airport
  • name and contact details of the airline
  • slot reservation number for permission to land the aircraft at Murmansk Airport (if applicable)
  • application number for permission to land the aircraft at Murmansk Airport (if applicable)
  • list and details of the passengers (full name, date of birth, passport number (ID), visa number).

Reserving a slot to land an aircraft at Murmansk Airport

Available parking for private planes will be limited. Participants are kindly requested to plan their flight in advance.

Regardless of whether there are direct flights between the departure country and Russia, all participants arriving in Russia by private jet must submit a request to land the aircraft at Murmansk Airport.

Handling inquiries must be submitted no later than 3 days before the flight.

HOW TO MAKE A REQUEST?

According to the Murmansk Airport regulations, an airline, an operator acting on the orders of an airline, or a private owner forwards a request to Murmansk Airport for arrival and aircraft services to the following addresses: pds@mmkavia.rui.guryanova@mmkavia.ru (to receive permission for a slot).

Due to the large number of aircraft arriving at Murmansk Airport during the Forum, it is imperative that strictly coordinated slots for arrival at and departure from Murmansk Airport are adhered to. In the event of a violation, the airport reserves the right not to receive the aircraft and to direct it to a backup airfield to await a possible arrival slot on a first-come, first-served basis.

A maximum of 8–10 flights containing Forum participants can be serviced for arrival and departure per hour. We therefore kindly request that you coordinate your flights well in advance.

During the Forum, the number of spaces for private aircraft will be limited. As long-term parking cannot be provided for all aircraft, you are kindly requested to draw up a flight plan which factors in turnaround and parking of no more than one hour at Murmansk Airport. Permission for long-term parking will be given by the organizers of the Forum in consultation with Murmansk Airport.

After the Forum, departure permission for aircraft containing International Arctic Forum participants will be issued no earlier than four hours following the closing of the Forum, in strict compliance with confirmed slots.
