Weather in Murmansk
Murmansk is located above the Arctic Circle, and its climate can be extreme. In late March, the average temperature is around -3°C, but frequent winds can make it feel significantly colder. Please check the weather forecast before departure.
What to wear?
When traveling to the Arctic capital, it is important to remember that the weather here is unpredictable year-round. Since the Forum programme includes extensive outdoor activities, participants are advised to pack appropriately for the region’s unpredictable weather. Essential items include:
- Thermal underwear and socks;
- Fleece clothing;
- Insulated, waterproof jackets and pants;
- Warm, waterproof footwear;
- A hat or balaclava ski mask;
- Scarf and gloves.

Exchanging currency
The official currency in Russia is the Russian rouble with banknotes in denominations of 10, 50, 100, 200, 500, 1,000, 2,000, and 5,000 roubles. Current information on exchange rates can be obtained on the website of the Central Bank of Russia: cbr.ru.
Please note the following restrictions when exchanging currency:
It is not possible to withdraw roubles/foreign currency at an ATM or receive cash at a point of sale using Mastercard or Visa cards issued outside of Russia. These cards can also not be used for the payment of goods and services in Russia.
Only cash in US dollars or euros can be freely exchanged for cash in roubles in most banks in Russia. Some bank offices can exchange Chinese yuan, United Arab Emirates dirham, Turkish lira and cash in other currencies. The exchange rate and addresses can be found here.
For currency exchange operations you must present an identity document. If the exchange exceeds the equivalent of USD 10,000, it must be declared in writing.
Bank cards
Given the existing restrictions on the use of foreign bank cards in Russia, we recommend that you carry sufficient cash for the entire duration of your stay at the Forum.
Mir and UnionPay cards in any currency work without restrictions in Russia. Forum participants are advised, where possible, to apply for a card or bring an existing card from either of these payment systems.
Please note the UnionPay cards are not accepted at all retail outlets. Additionally, failures may occur when using these cards, and transactions may not go through.

ATTRACTIONS AND TOURISM IN MURMANSK
Murmansk Region is a land of untouched wilderness, boundless tundras, rushing rivers, and thousands of crystal-clear lakes. It is home to historic landmarks of Arctic exploration, as well as the ancient traditions of the Sámi and Pomor peoples. Villages here are truly at the edge of the world. In summer, the Midnight Sun never sets, and in winter, the sky is illuminated by the breathtaking Northern Lights.
A flight from Moscow to Murmansk takes approximately two hours, making this the most accessible gateway to the Arctic. The region offers diverse opportunities for adventure – hunting and fishing, skiing and mountaineering, kiting and diving, reindeer and dog sledding, rafting, cultural and pilgrimage tourism, and Arctic cuisine tastings. Visitors can also embark on whale-watching tours in Teriberka, chase the magical Northern Lights, or even travel to the North Pole aboard a nuclear icebreaker.
Within the city, key attractions include Heroes’ Alley, the Alyosha Monument – Russia’s second-largest monument and a symbol of the courage and resilience of the defenders of the Arctic – and the Lenin, the world’s first nuclear-powered icebreaker. Following its renovation, the Murmansk Regional Museum of Local Lore has reopened, offering visitors an immersive experience into the region’s rich history and unique culture.
