Arctic Regions to Receive over RUB 2.6 billion for Infrastructure Development
The Russian government will allocate more than RUB 2.628 billion for the development of social, utility, and transport infrastructure in four Arctic regions – the Republic of Komi, the Arkhangelsk and Murmansk Regions, and the Chukotka Autonomous District based on a directive signed by Prime Minister of the Russian Federation Mikhail Mishustin.
“The socioeconomic development of the regions of the Arctic zone and improving the quality of human capital in the northern territories are among Russia’s key priorities as chairman of the Arctic Council in 2021–2023. We believe it is essential to stimulate the comprehensive sustainable development of the Arctic territories, both in terms of the economic and human dimensions. The Arctic’s ever-growing positive potential must above all be used to ensure prosperity and progress in the interests of the entire Arctic population,” said Anton Kobyakov, Adviser to the Russian President and Executive Secretary of the Organizing Committee for Russia’s Chairmanship of the Arctic Council in 2021–2023.
In the Republic of Komi, budget funds will be used to build a medical assistant and obstetric clinic in the village of Kolva near the city of Usinsk. In the Arkhangelsk Region, 15 ambulances and medical equipment will be purchased with federal funding, while in the Chukotka Autonomous District, a modular medical assistant and obstetric clinic will be purchased and installed using federal budget funds.
In addition, some of the funds will be spent on the development of airport, transport, and road infrastructure: the Republic of Komi will purchase equipment for the ground support of flights at airfields in Vorkuta, Usinsk, Inta, and the village of Ust-Tsilma, as well as 20 buses for local transportation as well as fire, utility, and snow removal equipment.
In the Arkhangelsk Region, the federal budget funds will be used to overhaul a swimming pool at the Naval Cadet School in Severodvinsk and repair several social institutions. In Arkhangelsk, an indoor hockey rink will also be built and equipped. In Severodvinsk, Okruzhnaya Street will be repaired, and the area near Pobeda Avenue and Lebedev Street will be renovated. In Murmansk, federal funds will be used to design and build two residential buildings for social workers in the region.
In addition, the Chukotka Autonomous District will be able to purchase and instal a modular building to house a culture and recreation centre in the village of Tavayvaam and complete improvements at a ski base on Mikhail Hill.
The order is essential to implementing plans for the social development of the centres of economic growth in regions that are part of Russia’s Arctic zone.
Russia is the chair of the Arctic Council in 2021–2023. One of Russia’s main priorities is to develop human capital in the region, including the Indigenous Peoples of the North.
