However, Arctic tourism accounts for only 5% of all tourist trips. The year 2025 has been declared the Year of Arctic Tourism, aiming to draw attention to the industry’s development beyond the Arctic Circle. What types of tourism have the greatest potential for growth in the region, and what economic impact could they bring? What challenges does Arctic tourism face? To what extent do new approaches to tourism planning incorporate a comprehensive strategy for Arctic development while ensuring the preservation of its fragile environment and the socio-economic progress of Arctic regions? What do Arctic tourists need? How will government support measures influence tourism development in the region? And what steps are necessary to improve the sector’s performance? What role does tourism play in diversifying the economies of cities where major industrial companies operate? Can the NSR and cruise tourism in the Arctic Zone of the Russian Federation (AZRF) successfully compete with foreign Arctic cruise lines? During the existence of the RGO Expo Expeditionary Centre since 2015, more than 15 major international and Russian expeditions have been conducted with views by more than 350,000,000 people. The RGO Expo team and its head Bogdan Bulychev have become recognizable on virtually every continent in the world. The Arctic-Dixon and North Pole projects were viewed by 198 million and 168 million people, respectively.

Since 2021, Ksenia has been Director of the Project Office of ProGorod LLC (VEB.RF), with her job functions including master planning for tourism macro-regions of the Russian Federation.

The northern territories that are receiving such supplies experience extremely difficult natural and climatic conditions. Multi-stage logistics results in long delivery times, the risk of supply disruptions, and increased prices for goods delivered to the north. Moreover, in the current economic conditions, the cost of debt financing has increased substantially, which also leads to higher prices for essential goods. What state support measures are needed to reduce the costs of purchasing and delivering goods to the north? Are budget-funded loans currently being provided? Are there plans to introduce preferential tariffs in the northern territories where such goods are delivered? What areas need to be optimized for supply logistics? How will this affect the speed and cost of delivery?

Fortitude is one of the key features that distinguishes graduates and cadets of the Muravyov-Amursky 2030 civil service management training programme. The discussion will primarily focus on the problem of recruiting, training, and retaining highly-skilled professionals in areas that have harsh climates and are far away from large urban centres. The session participants will discuss the approaches used by regional management when ready-made solutions cannot be applied and examine modern challenge management training methods and programmes, as well as advanced tools and time-tested methods that have proven their effectiveness. They will pay special attention to the approaches and applied tools used in educational programmes that combine deep regional immersion with growth in professional and personal skills. How can we develop intellectual and complex types of digital activities based on raw materials? In 2009-2011 Alexey managed his own investment company New Nations Capital (venture capital investments, investment banking). In 2006-2009 he worked in the position of Managing Director in the investment company United Gold Company (UGC), being a part of Alfa-Group consortium.In 2003-2006 he was Vice-President in Delta Private Equity, one of the leading private equity companies in Russia, managing over 500 million dollars capital. He participated in a number of landmark deals including sale of Delta Bank, of TV channels STS and TV-3, of the National Cable Networks holding, of the company Compulink. Many of them receive state support in the form of administrative preferences and tax breaks as part of the preferential regimes that exist in the Arctic Zone of the Russian Federation (AZRF) and advanced special economic zones (ASEZ). The federal law on state support for entrepreneurship in the AZRF was adopted on 13 July 2020 and has been providing assistance to new investment projects. Over the almost five years that have passed since then, more than 900 companies have become residents of the AZRF. The ASEZ regime is also in effect in the Arctic in the Murmansk and Arkhangelsk Regions, as well as the Chukotka Autonomous District. How can we assess the work of the preferential regimes over these five years? What new solutions could be applied in the Arctic to create new enterprises and maintain the capacity of existing ones? His hypothesis about the possibility of a maritime passage from E...: The emergence of the Northern Sea Route, possibly the last of today’s major logistical corridors, was predicted half a millennium ago, in 1525, by Russian diplomat Dmitry Gerasimov. His hypothesis about the possibility of a maritime passage from Europe to China along Russia’s northern coast laid the groundwork for the first map of the NSR. Ultimately, charting a route through the Arctic seas proved as challenging as reaching space. To ensure the uninterrupted transport of goods through the northern waters, Russia built the world’s only fleet of nuclear icebreakers. In the 21st century, the Northern Sea Route is not only a strategically vital national transport artery connecting the country’s Arctic regions but also a unique logistical corridor attracting growing international interest. What discoveries and achievements have contributed to the development of the NSR, and what is its primary driver today? How does the route impact the standard of living in Arctic regions? Since 2013, he has been involved in regional development in various positions: in the civil service of the Bryansk Region, in the non-profit Monotowns Development Fund (MONOGORODA.RF of the VEB.RF Group), and in the JSC Corporation for Development of the Far East and the Arctic. Since 2020, he has been the Deputy Director for Regional Development of the Information and Analytical Centre of the State Commission for Arctic Development.
He participated in the preparation of several strategic planning documents at the municipal, regional and federal levels, including the preparation of the priority programme of the Russian government’s project “Integrated Development of Monotowns”, the Principles of State Policy of the Russian Federation in the Arctic until 2035, the Strategy of Development and National Security of the Arctic Zone of the Russian Federation until 2035, and the Russian state programme “Social and Economic Development of the Arctic Zone of the Russian Federation”.

Environmental risks are difficult to assess at this point since rising temperatures in the Arctic have a complex systemic effect on the planet’s climate. Russia needs to create an effective state system for the geotechnical monitoring of the condition of buildings and structures located in permafrost areas in order to predict the risks that could arise from its degradation. A system of preventive measures also needs to be developed to minimize possible damage. Who should be involved in creating a state system of geotechnical permafrost monitoring and how should areas of responsibility be distributed among the planners of this system? What aspects of developing a state geotechnical monitoring system should be regulated by legislation, and which agencies should create the legislative framework? Do new legislative acts need to be drafted or is it enough to make adjustments to existing legislation? What work is being carried out now, what are the interim results of the work on the draft law on geotechnical permafrost monitoring, and what steps will be taken in the future? What is the international community’s role in monitoring the state of permafrost and ensuring the reliability of infrastructure in the Arctic? In 2009, on the basis of the collected materials he defended his PhD thesis on the specialty "Geomorphology and evolutionary geography" on " Laptev Sea Level Fluctuations as a Factor in the Formation of The Lena Delta in the Holocene", in 2017 – doctoral thesis on "Fluctuations of Level of the Arctic Seas in the Holocene". Participated in the creation of a new modern research station on the island Samoilovsky. In 2016, he was appointed to the position of Deputy Director of Federal State Budgetary Institution AANII, after which headed the work on the creation of The Russian scientific center on Svalbard archipelago. This requires the introduction of special systemic measures to protect the native habitat of such peoples. To prevent these risks, an open and honest dialogue is needed between all stakeholders – government bodies, industrial companies, and associations of Indigenous peoples. An effective solution would be to harmonize the mandatory and voluntary measures taken by the authorities and businesses to ensure environmental safety and the sustainable development of Indigenous peoples.

In the 5th State Duma of the Federal Assembly of the Russian Federation, he worked in the Defence Committee, co-chaired the Commission for the Federal Budget Expenditures, aimed at ensuring the defence and state security of the Russian Federation.

Kirill Dmitriev has been the CEO of the Russian Direct Investment Fund (RDIF), the sovereign wealth fund of the Russian Federation, since 2011. Mr. Dmitriev began his career at Goldman Sachs and McKinsey & Company.
He is as a member of the BRICS and APEC Business Councils and serves as a member of supervisory boards of leading Russian companies in finance, infrastructure, mining and transportation. Alexey Likhachev is Director General of ROSATOM. He assumed office in October 2016. Mr. Likhachev has since been responsible for overseeing the entire spectrum of the state corporation’s activities.
Before joining ROSATOM, Mr. Likhachev worked in the Ministry of Economic Development of Russia, where he held a wide variety of leadership positions. He joined the ministry in 2007. He worked as an advisor to the Minister of Economic Development until 2008, in 2010 he was appointed Deputy Minister, and in February 2015 he was promoted to the position of First Deputy Minister of Economic Development.
Throughout his career, Mr. Likhachev held senior positions in other governmental bodies and public organizations as well. He was a member of the State Duma (the lower house of Russia’s parliamentary body), serving as Deputy Chairman of the Committee for Economic Policy, Entrepreneurship and Tourism (2000-2007). Previously, he worked as managing director of Social Industrial Insurance Company ‘Aval’ in Nizhniy Novgorod (1992-2000).

Pilyasov Aleksandr Nikolaevich was born in 1962 in Magadan. In 1979 he graduated with honors from Secondary School No. 1 in Magadan and entered the Leningrad State University named after A.A. Zhdanov, Faculty of Geography, which he graduated with honors in 1984 and entered graduate school, which he completed by defending his candidate's dissertation in 1987, "Ecological and geographical study of the population of the Kolyma-Magadan industrial region". He was assigned to the North-East Complex Research Institute of the Far Eastern Branch of the Russian Academy of Sciences, where he worked for ten years, going from a junior research fellow to the head of the laboratory of environmental economics. In 1995, he defended his doctoral dissertation on "Patterns and Features of the Development of the North-East of Russia". In 1998, he became a professor in the Department of Economics and Management. In 1997, he received an invitation to work at the State Committee for the North of Russia and moved to Moscow, where he was first deputy, then head of the Economic Policy Department, head of the Arctic Department of the State Committee for the North of Russia. After the liquidation of the State Committee for the North of Russia in 2000, he worked for a year at the Academy of National Economy as a professor at the Institute of Oil and Gas Business, after which he received an invitation from Academician of the Russian Academy of Sciences A.G. Granberg to work at the Council for the Study of Productive Forces of the Ministry of Economic Development of Russia and the Russian Academy of Sciences; from 2005 to 2017, he was Director of the Center for the Economy of the North and the Arctic. After the liquidation of SOPS in 2017, he created the ANO Institute of Regional Consulting and in 2018 began working at Lomonosov Moscow State University in the Faculty of Geography, where he currently works. He is the author of about 300 articles and 50 books. He has government awards, medals and letters of gratitude from federal and regional executive authorities. Responsible executor and author of dozens of strategies, programs, concepts for the socio-economic development of northern and arctic regions and cities.

As deputy CEO of the Roscongress Foundation, she is responsible for organizing work with non-commercial organizations and promoting the social agenda, civil initiatives, and a dialogue between the government, business, and society at major forums held by the Roscongress Foundation.
Elena Marinina’s work as deputy CEO of the Roscongress Foundation and director of the Innosocium Foundation has helped to create a wide range of new socially significant areas of work and create the conditions needed to establish an ecosystem of collaboration with young people, non-commercial organizations, representatives of creative professions, the educational system, and culture. As part of these activities, fundamental issues concerning the development of civil society and social institutions have been steadily integrated into the agenda of the largest business and economic forums.
In 2019, Elena Marinina took over the Innosocium Foundation, the social platform of the Roscongress Foundation, which initiated the agenda for the development of creative industries in Russia and became a partner in major socially oriented projects, including the Creative Business Forum and the Innosocium All-Russian Competition of Communication Social Projects, among other things.
She produces ethnocultural projects at the federal level and handles the operational management of projects as part of the implementation of the Strategy for BRICS Economic Partnership Strategy 2025 and the Action Plan on Innovative Cooperation for 2021–2024.

Maria Mikhailenko was born on May 31, 1989, in Murmansk. She graduated from the Murmansk Children’s Art School in 2006. In 2011, she graduated with honors from Murmansk State Humanities University, majoring in Art Education, Technology, and Design. From 2010 to 2019, she taught at the Murmansk Children’s Art School, instructing students in both fundamental art disciplines and computer graphics and design. Since 2019, she has worked as a practicing curator, implementing sociocultural and artistic projects that engage local residents, young artists, and creative teenagers in the Murmansk region. Since 2019, she has also been working as an artist at the Autonomous Non-Profit Organization "Center for Urban Development of the Murmansk Region".
Since 2008, she has been an active participant in local, regional, and international exhibitions and art projects. She curates various art projects, maintains an active exhibition schedule, and participates in initiatives aimed at transforming the urban environment of Murmansk.
Since 2017, she has been a member of the Union of Artists of Russia, and since 2019, she has served as the chairperson of its Murmansk Branch.
She is a recipient of the award from the priority national project "Education" for supporting talented youth (2007 and 2012). She is also a laureate of the Governor of the Murmansk Region Award "For Outstanding Contribution to the Development of Culture and Art" (2017), recognized for her high level of professional skill and personal contribution to the development of visual arts in the Murmansk Region.
She is the curator of the international urban art festival "Rost" (since 2021) and the author and curator of a number of educational and creative initiatives engaging young creative residents of the region (e.g., the "Ekaterininsky Art-boat" project in Polyarny, the "Art Boat" project in Murmansk, and many others). She is involved in organizing activities for several new creative and exhibition spaces in Murmansk, including helping to launch the "21A Center for Contemporary Art." She also collaborates on a regular basis with the Cultural Hub "Container-Hall" in Murmansk, initiating exhibition projects and art initiatives or assisting in their realization.
In 2023–2024, as the curator of the project, she implemented the sociocultural initiative "Contact", initiated by VEB.RF (Russian Development Corporation). This comprehensive project centered around an audio guide about Murmansk, exploring the city through the lens of various art forms.
In her artistic practice, Maria, a graphic artist, works in various printmaking techniques, including linocut, cardboard engraving, and monotype. In addition, she employs a range of other graphic and painting techniques, such as watercolor, oil on coated paper, pastel, ink and pen, oil painting, and mixed media.

Svetlana Soldatova was born in Murmansk and her entire life has been connected with the High North. She is a philologist by education, but her passion for telling stories of her native land to a wide range of people led her to work on television at the Murmansk State Television and Radio Broadcasting Company and then to a private TV channel TV-21 where Svetlana worked her way up from a correspondent to the director.
In 2008 together with like-minded colleagues from 4 countries (Russia, Norway, Sweden and Finland), she organized the Northern Character International Film Festival in Murmansk. In 2024 it was held for the 16th time.
Since 2019 she has been creating documentaries and short feature films, organizing film schools, and managing the work of the Murmansk Region Film Production Development Center (this is the operational body of the Murmansk Region Film Commission).
Since 2020 Svetlana has been the Chairperson of the Murmansk Regional Branch of the All-Russian Public Organization Union of Journalists of Russia, Head of the Murmansk Office of the Union of Cinematographers of Russia. Scriptwriter and producer of documentaries and short films set on the Kola Peninsula.
